Session Overview
Data and International Law: Where Do They Meet?
This session will explore the evolving legal and geopolitical frameworks surrounding transborder data flows. How do international legal standards respond to the growing complexity of data as a resource, a human right, and an instrument of power? The masterclass will examine legal intersections involving privacy, access to information, telecommunications law, critical infrastructure (undersea cables, space assets), and crisis communications.
Emerging issues to be addressed include:
- Data localization, sovereignty, and data embassies
- Legal protections for data under international humanitarian law
- The concept of data integrity and cross-border enforcement challenges
- Tensions between privacy rights and national security
About the Speaker
Dr Eneken Tikk leads the Cyber Policy Institute research stream on Normativity, Power, and Influence in Cyberspace. She holds a PhD in law and has extensive experience in developing national legislation, cyber policy, and international cyber diplomacy. Dr Tikk has served as an advisor to multiple governments and international organizations. She is a leading expert on personal data protection law and its global implementation, bridging legal analysis with practical cybersecurity governance.
