The conference brings together scholars of international law from many countries in one of Italy's oldest academic centres: the University of Perugia was founded in 1308. The event is supported by ESIL, one of Europe's leading learned societies in the field of international law. The first day takes place in the historic Sala dei Notari in the Palazzo dei Priori.
Who is accountable when cyber operations and disinformation threaten democratic societies is now a central question for European security. For this reason, research at the University of Łódź, including the work of the Lodz Cyber Hub, matters beyond academia: it informs how the European Union interprets and applies international law, and helps shape EU policy responses to these threats.
Against this background, on 23 October, in the panel on European Union law (11:00-12:30, chaired by Prof. Ramses Wessel), Dr Joanna Kulesza, Assistant Professor at the Department of International Law and International Relations, Faculty of Law and Administration, University of Łódź, and Executive Director of the Centre for Research on the Application of International Law in Cyberspace "Lodz Cyber Hub", will present a paper entitled "Attributing Foreign Information Manipulation and Interference (FIMI) Under EU Law: The Cyber Diplomacy Toolbox and Beyond".
This event forms part of the outreach of the Lodz Cyber Hub during European Cybersecurity Month (ECSM), observed every October. Cybersecurity is not only a technical matter but also a legal one: it concerns the responsibility of states, institutions and companies, and security online remains a shared concern for all of us.
