
The programme was delivered in full alignment with the European Cybersecurity Skills Framework, strengthening high-level competences in international law and cybersecurity in accordance with European standards for the development of strategic expertise.
Over three intensive days at the premises of the European Commission in Brussels, participants engaged in an in-depth examination of the principles governing the application of international law in cyberspace. Particular emphasis was placed on sovereignty, jurisdiction, the principle of non-intervention, and state responsibility, as well as on the legal regulation of cyber operations, data protection, and the protection of critical infrastructure in the context of evolving digital threats.
The programme brought together representatives of key European and international institutions contributing to Europe’s security and digital governance architecture, including the Supreme Headquarters Allied Powers Europe of the North Atlantic Treaty Organization, Vrije Universiteit Brussel, the United Nations University Institute on Comparative Regional Integration Studies, the University of Amsterdam, the Réseaux IP Européens Network Coordination Centre, the European Union Agency for Law Enforcement Cooperation, the University of Enna Kore, and the European Data Protection Supervisor.
A distinctive component of the course was the international law edition of an advanced cyber governance simulation exercise, developed by a specialised German cyber policy think tank. The simulation required participants to assume institutional roles and formulate recommended responses to complex cyber incidents, integrating doctrinal analysis of international law with practical decision-making under pressure.
The course confirmed the growing importance of expert-level reflection on the application of international law in cyberspace and underscored the need to train professionals capable of combining legal, technological, and institutional expertise within Europe’s digital security ecosystem.
The University of Łódź has been a member of the European Security and Defence College since 2022, contributing to the European system of education and training in the field of security and defence. The expert courses delivered on behalf of the University are coordinated by the Lodz Cyber Hub Research Centre, operating within the Department of Public International Law and International Relations at the Faculty of Law and Administration.
