The workshop took place on 1–5 September 2025 at the George C. Marshall Center for Security Studies in Garmisch-Partenkirchen and brought together experts from Europe and North America. Its objective was to develop training tools for institutions responsible for security and strategic planning within NATO.
An important role in developing the curriculum was played by Dr Joanna Kulesza (LCH / Faculty of Law and Administration, University of Lodz), who served as the lead expert in international law. Her contributions included:
- analysing the application of international law to new and hybrid threats,
- identifying legal challenges arising from new and disruptive technologies,
- preparing recommendations for training programmes for NATO and partner states,
- integrating academic perspectives into the practice of security institutions.
The involvement of the Lodz Cyber Hub in the development of the ILEADTech RC programme underscores the growing role of the University of Lodz as a research centre contributing to the advancement of NATO’s security capabilities. The Polish academic community thus provides a tangible contribution to strengthening the Alliance’s resilience against hybrid, technological and multidimensional threats.
The Partnership for Peace Consortium has long served as a platform for cooperation between academic, military and civilian environments, supporting interoperability and the development of shared security standards within NATO. The work on the ILEADTech RC programme exemplifies this collaboration and reflects the growing importance of technology in shaping the contemporary security landscape.
