University of Lodz becomes the first academic partner in the Ministry of Digital Affairs’ PW eSkills programme

The University of Lodz has become the first higher education institution admitted to the nationwide PW eSkills initiative – a programme of the Ministry of Digital Affairs dedicated to the development of digital competencies. This distinction underscores the importance of the academic sector in strengthening national digital capacity and highlights the University’s prestigious position in the field of digital research and education.

 

Cooperation within the initiative will be coordinated by the Lodz Cyber Hub (LCH) – a self-financed research centre of the University of Lodz operating at the Faculty of Law and Administration. For many years, the University has conducted extensive research and teaching in the areas of digital transformation, cybersecurity, technology law, and the governance of the global Internet infrastructure, working with national, European, and international partners.

Lodz Cyber Hub – a unique research centre of European relevance

LCH distinguishes itself through a research profile rarely found in Europe or worldwide. The Centre focuses on:

  • the application of international law to cyber operations and cyber incidents,
  • the analysis of global cybersecurity standards,
  • cross-border data protection and human rights online,
  • the study of the responsibility of online platforms,
  • integrating academic research with regulatory practice and public policy design.

This profile directly supports the goals of the PW eSkills initiative, bringing an expert perspective of strategic relevance for the development of national digital competencies.

Education and expertise: from training to international cooperation

LCH conducts a wide range of educational and expert initiatives, including:

  • the Summer School on International Law and Internet Governance (SSIGIL),
  • the CyberAmbassador Programme,
  • the course “Cybersecurity and International Law” prepared for the European Security and Defence College (an institution of the European External Action Service).

During the November ENISA workshop on the European Cybersecurity Skills Framework (ECSF), LCH’s activities were presented as a model example of implementing and practically applying the ECSF framework in an academic and research environment.

Digital competencies and artificial intelligence – a strategic combination

LCH develops digital competencies in close connection with advanced research on artificial intelligence. This includes:

  • responsible development of AI systems,
  • law and regulation of new technologies,
  • international standards for AI oversight,
  • AI applications in cybersecurity.

The Centre participates in European research projects on AI and collaborates with international networks such as the Global Forum on Cyber Expertise and the Digital Constitutionalism Network. As a result, LCH is one of the few centres in Europe that integrates AI, cybersecurity, and international law into a coherent research profile.

The inclusion of LCH in PW eSkills strengthens the initiative with a crucial research and regulatory dimension of importance for national security, innovation, and digital resilience.

About the PW eSkills initiative

PW eSkills is a non-commercial cooperation platform bringing together public institutions, businesses, civil-society organisations, and academia. Its activities focus on:

  • raising digital competencies,
  • promoting good practices in digital education,
  • supporting diversity in the ICT sector,
  • strengthening stakeholder cooperation,
  • developing new initiatives and recommendations.
