[FOGOS] Futures-oriented Governance of Outer Space

We are pleased to announce that the Lodz Cyber Hub has officially joined the COST Action CA23118, titled Futures-oriented Governance of Outer Space: Towards Peace, Equity, and Environmental Integrity (FOGOS). This four-year collaborative research network, running from October 2024 to October 2028, is dedicated to advancing forward-looking research and evidence-based policy development aimed at ensuring that the governance of outer space evolves in a manner that is sustainable, peaceful, equitable, and environmentally responsible.

FOGOS responds to the rapidly changing geopolitical, technological, and socio-economic landscape of outer space. As space activities expand in scale and complexity, the need for coherent, anticipatory, and inclusive governance frameworks becomes increasingly pressing. The Action seeks to assess existing international and regional regulatory mechanisms, identify normative and institutional gaps, and develop policy recommendations capable of supporting long-term sustainable space futures. Particular emphasis is placed on safeguarding environmental integrity in orbital and extraterrestrial environments, promoting equitable access and participation in space activities, and reinforcing the peaceful use of outer space.

By joining FOGOS, the Lodz Cyber Hub becomes part of a dynamic and interdisciplinary network of researchers, policymakers, industry stakeholders, and civil society representatives from across Europe and beyond. The Action is structured around multidisciplinary working groups dedicated to communication and policy engagement, conceptualization and synthesis of governance models, and thematic research clusters focusing on peace, equity, and environmental integrity. This collaborative structure facilitates cross-sectoral dialogue, capacity building, and the integration of diverse methodological and disciplinary perspectives.

Through its participation, the Lodz Cyber Hub will contribute its expertise at the intersection of technology, cybersecurity, and governance to ongoing discussions concerning the regulation of emerging space technologies and the broader normative architecture of outer space activities. We look forward to engaging actively in the Action’s research, policy dialogue, and dissemination activities, and to strengthening international cooperation aimed at shaping a governance framework for outer space that serves the interests of present and future generations.
