eSkills – Ministry of Digital Affairs

Since November 2025, University of Łódź is part of the nationwide PW eSkills initiative implemented by the Ministry of Digital Affairs of Poland and aimed at developing digital competences in Poland. The University of Łódź is the first higher education institution admitted to this initiative. This participation highlights the growing role of the academic community in building national digital capacity and confirms the University’s strong position in research and education related to digital transformation.

Within the initiative, the activities of the University of Łódź are coordinated by Lodz Cyber Hub (LCH), a research centre within the Department of international public law and international relations at the Faculty of Law and Administration. For many years the University has conducted extensive research and educational activities in the fields of digital transformation, cybersecurity, regulation of emerging technologies, and governance of global Internet infrastructure, cooperating with national, European, and international partners.

Research profile of Lodz Cyber Hub

Lodz Cyber Hub develops a research profile that remains uncommon both in Europe and globally. The centre’s activities focus in particular on:

  • the application of international law to cyber operations and cyber incidents
  • the analysis of global cybersecurity standards and regulatory frameworks
  • cross-border protection of data and human rights in the digital environment
  • accountability and regulation of online platforms
  • connecting academic research with regulatory practice and public policy design

These research areas correspond directly to the objectives of the PW eSkills initiative, contributing expert perspectives relevant to the development of digital competences and technology-related public policies.

Education, training and international cooperation

LCH implements a broad programme of educational and expert initiatives, including:

  • the Summer School on International Internet Governance and Law (SSIGIL)
  • the CyberAmbassadors programme promoting knowledge on cybersecurity and Internet governance
  • the course “Cybersecurity and International Law” prepared for the European Security and Defence College, an institution operating within the European External Action Service

During workshops organised by the European Union Agency for Cybersecurity (ENISA) on the European Cybersecurity Skills Framework (ECSF), the activities of Lodz Cyber Hub were presented as an example of the practical implementation of this competence framework in an academic and research environment.

Digital competences and artificial intelligence

Lodz Cyber Hub develops digital competences in close connection with research on artificial intelligence. This work includes in particular:

  • responsible development of AI systems
  • legal and regulatory frameworks for emerging technologies
  • international standards for the oversight of artificial intelligence
  • applications of AI in cybersecurity

The centre participates in European research projects on artificial intelligence and cooperates with international expert networks such as the Global Forum on Cyber Expertise and the Digital Constitutionalism Network. Through this interdisciplinary approach, LCH is among the limited number of research centres in Europe integrating artificial intelligence, cybersecurity, and international law within a coherent research profile.

Participation in the PW eSkills initiative strengthens the programme with a significant research and regulatory dimension relevant to digital security, innovation capacity, and national digital resilience.

PW eSkills is a non-commercial cooperation platform bringing together public institutions, businesses, civil society organisations, and the academic community. Its activities focus on:

  • strengthening digital competences
  • promoting good practices in digital education
  • supporting diversity in the ICT sector
  • strengthening cooperation among stakeholders
  • developing new initiatives and policy recommendations
