The Lodz Cyber Hub led course brings together representatives of national administrations, law-enforcement agencies, armed forces, EU institutions, as well as experts from partner countries and international organisations. Its aim is to prepare European professionals responsible for cyber diplomacy, incident response, operational cooperation, and strategic planning in cyberspace.
Participants receive in-depth training on the application of international law to cyber operations, state responsibility, due diligence, hybrid threat classification, and the interpretation of cyber incidents in the context of conflicts, escalation dynamics, and mechanisms for the peaceful settlement of disputes. The programme also covers the most recent normative developments, including the Hanoi Convention, WSIS+20 processes, and the Second Additional Protocol to the Budapest Convention.
The contribution of experts invited by the Lodz Cyber Hub ensures a high-level learning environment, enabling participants to understand both the technical nature of cyber threats and their implications for international politics, European cooperation, and operational practice. The involvement of the University of Lodz in the ESDC programme highlights the growing importance of Polish academic institutions in training Europe’s cybersecurity leadership and reinforces Poland’s role as an active contributor to shaping the global governance architecture of cyberspace.
