UniLodz builds capacity on cyberdiplomacy in Rome

An advanced cyber diplomacy training was held in the heart of Rome, gathering experts and decision-makers from across Europe, including representatives of key institutions responsible for digital security and international affairs.

This intensive three-day advanced cyberdiplomacy programme was organised by the European Security and Defence College (ESDC) and the Scuola Superiore di Amministrazione Pubblica e degli Enti Locali (CEIDA Formazione) – an Italian institution dedicated to the training of public administration officials, comparable to Poland’s KSAP, known for its high academic standards and selective admissions process.

Participants included representatives from institutions such as EUROPOL, ENISA, and the European External Action Service (EEAS), as well as experts from ministries and cybersecurity agencies across the European Union.

Throughout the intensive three-day programme, participants examined the key processes shaping global cyber governance – including the work of the UN Group of Governmental Experts (UN GGE), the UN Open-Ended Working Group (OEWG), preparations for WSIS+20, and the evolving role of the Internet Governance Forum (IGF). Special attention was given to the challenges posed by foreign information manipulation and interference (FIMI), abuse of the DNS system, and the growing threat of cybercrime – all of which impact the stability of the global digital ecosystem.

The programme enabled strategic dialogue, the building of key relationships, and the strengthening of cooperation within the cyber diplomacy network. It supported participants in countering Internet fragmentation through joint political and operational actions.
